With the Magic Wand, select this border
Tolerance and Feather = 0
Flood fill this border with the Black color
Selections / Invert
Effects / Plug-in Filters / Eye Candy 4 / Cutout, with the setttings bellow

3. Image / Add Borders = 2 Symmetric Checked
Select this border and flood fill it with the Gold Pattern
