Opacity = 100 *** Blur = 41,2
Selections / Select None
3. Image / Add Borders = 4 Symmetric checked
Select this border and flood fill it with your color
Effects / Plug-in Filters / Greg Factory ll / Pool Shadow
Diagonal, Center, Horizontal, Diagonal, Horizontal and Vertical = 50
Intensity and Ligthness = 30
Effects / 3D Effects / Inner Bevel, with the settings bellow
Selections / Select None

Select this border and flood fill with the Gold Pattern
