With the Magic Wand, select this border
Tolerance and Feather = 0
Flood fill this border with the Black color
Selections / Invert
Effects / 3D Effects / Cutout
V = 0 *** H = 0
Opacity = 78 *** Blur = 40 *** Shadow Color = Black
Repeat the Cutout Effect

Select this border and flood fill it with the Gold Pattern
